It makes sense for Atlas as a character to fumble this badly on purpose (self sabotage queen!). It’s sad and thought provoking when you think back to what just happened with Prince Marcos and how he said “you belong to me” and made Atlas kiss him.
Atlas is taking this relationship very slow and is being respectful and hesitant. I hope one day he can realize how much Philo likes him and wants this relationship to happen.
